How the Job Search Navigator skill works

When this router fires
The request implies more than one deliverable across the hiring funnel -- "run my whole search", "get me ready to apply and interview", "evaluate and negotiate this offer", "switch careers". If the user wants a single artifact ("rewrite this bullet", "prep me for one interview"), route straight to that leaf skill instead.

How to run a chain
- Confirm the goal and pick the matching chain (or compose one from the members).

- Pause for the user's input at real decision points (which offer, which role) rather than guessing.
